Both are Management programs- MBA is a degree offered by B schools under tie up with some University so basically mba is a degree course affiliated to a university whereas pgdm is a post graduate diploma course offered by private institutes under AICTE approval.

You can do part time M.tech and mba both after your BE.
It all depends what significance you are talking about. I fit is for a job then yes, Generally companies prefer students with full time MBA and it is for the companies to go to the campuses and approach such students. But for part time mba's hardly any placement platform is available.
