Government Relations mission is to support Shell’s business success, creating and delivering business value and distinguishing Shell from competitors in the view of governments. GR delivers this by understanding and influencing government needs and policies and by ensuring that the company’s geographical perspective is balanced against business and functional strategies in line with the overall objectives of the Group.
The incumbent is expected to develop an understanding of policy trends, regulatory requirements and key decision makers/influencers, as well as an understanding of the key drivers for Shell Group success.
Develop deep and trusted relationships with key political and department decision makers.
Identify and understand government policies and regulatory requirements that impact or have relevance for Shell’s business.
Ensure internal stakeholders are informed of political and policy developments as relevant.
Provide advice and insights to the businesses on opportunities for representation on these issues.
Construct plans/tactics to deliver positive outcomes for Shell by analyzing the business impact of policy developments.
Represent the interests of the businesses with Government officials around policy issues and projects.
Advise alternative interventions if and when business objectives cannot be supported or achieved in the context of the external environment
Represent Shell, as appropriate, at key events and initiatives and contribute to the management of Shell events.
Support to the Government Relations Manager, Country Chair, External Relations team and business leaders and key projects prioritized on a value basis.
Close collaboration with other members of the GR team and the External Relations team.
Cost effective use of external consultants for input into strategic and tactical advice and advocacy.
Support for business development opportunities and related government stakeholder challenges
Support issue owners in analyzing often highly complex business impacts of potential policy developments and constructing plans/tactics to influence in the most effective way.
Convene and drive forward business engagements in project, policy and regulatory developments, building understanding of business impacts not only in country but in the region and beyond.
QUALIFICATIONS & EXPERIENCE:
Confident and trusted individual with significant experience in a mix of government, government relations and communications roles;
Strong personal and business integrity;
Capacity to work across multiple businesses, prioritize competing demands and manage complexity;
Demonstrated ability to build sustained and trusted relationships
Ability to manage and deliver against short deadlines;
Demonstrated strong collaboration and interpersonal skills, able to work effectively with a wide range of internal and external stakeholders, at all levels;
Excellent communicator - verbal and written;
A good knowledge of the business drivers and threats relevant to Shell's businesses, the inner workings of government, energy policy and Shell's business and technical capabilities as they relate to the energy industry generally
Skill – Advises on Political and Government processes
Anticipates potential issues from government systems for escalation to Shell Corporate and Business leaders in a timely manner.
Identifies significant country and regional political events and trends for inclusion in GR strategic plans.
Determines the impacts of country and regional government policies, tax, finance and regulatory developments on Shell business and independently advises Shell Business units and Corporate Functions on appropriate strategies and plans for response.
Assesses complex political and social systems and provides appropriate advice to Business units.
Identifies political risk in domestic/ national/ regional operations and flags their impact on Businesses in a timely manner.
Knowledge – Directs Shell’s strategies in Government settings
Explains Shell’s business-wide priorities, risk profile and keeps up-to-date with Shell’s investment plans.
Explains, using the correct terminology, the elements of Shell Business and Government value drivers.
Explains the government decision making model (civil service, civil/political, political) and knows how to communicate that to the business effectively.
Explains government agendas and the implication of government actions and advises Shell Business units accordingly.
Seeks knowledge and understanding of key competitors’ interests and activities that impact decision making relevant to Shell.
Explains the indirect channels of influences in government policy making for Shell Business units.
Maintains an externally informed perspective on Shell’s business opportunities and challenges.
Knowledge – Conducts advocacy in Government settings
Represent the interests of the businesses with Government officials on policy issues and projects.
Describes the value of Shell’s reputation and the role of effective stakeholder engagement in protecting and enhancing commercial value.
Outlines the appropriate political and social protocol in local and international settings that may impact productive relationships with government.
Explains the government agenda and relates to it when engaging with government.
Explains the drivers of the relevant non-governmental and inter-governmental organizations, community and interest groups, and individuals that influence governments.
Outlines the political context, ethical rules and the reputation risks involved in engaging with government and government related bodies.
Education: Post Graduate or equivalent in any discipline.
Experience: At least 8 years handling core GR work, demonstrating the attributes described below with an excellent network in Government and Industry circles and a passion and flair to do extensive GR field work.
