To qualify for IAS, the minimum requirement is to qualify the Civil Services entrances that are conducted by the UPSC. The exam is carried out in two parts:
Preliminary Exam (Written test)
Main exam & Interview (of the selected candidates)
As for the subjects are concerned, there are many to choose from and to know a few of these, please refer the following list of subjects:
Electrical Engineering and many more. It is not necessary to opt for the subject on the basis of your education background only, you can definitely look for the other options as well depending on your interests.

The eligibility criteria for both M.Phil and Ph.D varies for every institute. However the basic requirement is a Masters degree or an equivalent degree in the relevant discipline. However the cut off percentages vary. Some of the institutes conduct entrance exams and some of them require atleast two Research Publications for the Ph.D programs. Some also require work experience of a couple of years.
